Do I think it could function within this agency? Probably not, because we exist in 10 different centers, with multiple projects and programs, some manned, some not. Her title is “Differing Views Program Manager.” So they actually have a program, and a manager of that program, who handles the equivalent of what is a dissenting opinion, which I think is great. One of the questions we were asked during the Virtual PM Challenge was from an employee at the Nuclear Regulatory Commission (NRC). Even its existence is not well advertised. One thing I’ve found, ever since I was originally asked to do this presentation for the administrator, is that it’s not a very well understood process.
